With the development of archival informatization, archival undertaking of our country has stepped into new stage, that is digital archives construction. The construction of digital archives is a complex systematic engineering, involving resources, technology, personnel, funds, facilities, and many other factors, which needs co-participation of the business sector, the management department and other related units. Thus it faces with quite a lot of uncertainty. These uncertainties namely project risk, directly relate to the success or failure of the digital archives construction. Existing practice of digital archives construction has exposed many problems in building needs analysis, system development, personnel management, and other aspects. It is originated from the lack of risk awareness. So It Is necessary for the construction of digital archives project to establish risk management awareness and carry out risk identification and analysis.In this paper, the theories and methods of IT project risk management are used to identify and analysis digital archives project risk of comprehensive archives. Reference to the relevant research literature and standards, this paper briefly introduces relevant concepts of IT project risk management, basic process of risk management, method of IT project risk identification and risk analysis. And then according to the goal of digital archives, with reference to A Guide to the Construction of Digital Archives, Procedures of the Construction of Digital Archives of Jiangsu Province, and other standards, this paper starts from the five aspects of preparation, infrastructure construction, business construction, resources construction and security system construction, and explores the risk factors that may be present in every aspect. A list of risks is generated from it, which contains five first-class categories, nineteen second-class categories, and125risk factors. Then applying the method of Experts Scoring and Matrix Analysis, this paper assesses risk likelihood and impact, calculates risk value and determines the level of risk. Through the sort of risk value, this paper identifies key risk factors of the digital archives project, and then makes a brief discussion on preliminary measures to address key risk. It is for comprehensive archives reference to carry out risk identification and analysis activities of digital archives project.
