With the rapid development of mobile communications and broadband wireless accesstechnology, a variety of new wireless access technologies are emerging, these technologies havetheir own characteristics and advantage either in system capacity, network coverage or cost andsecurity, and gradually get a wide range of applications, By the use of the different characteristicsof these technologies to form a heterogeneous wireless converged network environment whichcontains a variety of wireless access technologies. This paper mainly studies the network selectionand call admission control problems in heterogeneous wireless converged network.This paper summarizes the problem of the network selection in heterogeneous wirelessconverged network as a multi-attribute decision making problems. In this paper, the historicalpreference attribute is used to avoid the sort anomaly, a variety of network parameters isconsidered to establish multi-attribute decision model afterclassifying the business type, theAnalytic Hierarchy Process is used to calculate the attributes corresponding weights, utilityfunction is constructed to perform network selection. Finally, the simulation results show that thisstrategy can make better use of network resources, and provide users more reasonable choice fornetwork access.This paper also proposes a call admission control algorithm that based on load balancing onthe basis of analysis of the existing call admission control algorithm, the algorithm considers thereceived signal strength (RSS), network load, terminal movement and residence time, makesaccess control for the new call and handover call of voice and data services respectively, andachieves load balance by load transfer and bandwidth downgrade. Finally, this paper makesanalysis and comparison of new call blocking probability and handover call drop rate of everybusiness through simulation, the simulation results compared with the call admission controlalgorithm without considering load balancing, this algorithm improves the system resourceutilization, load balancing, and enhance the overall system performance.
