A city safety production supervision management system (referred as CSPSMS below) is concerned with many departments, such as a safety committee office, a bureau of safety supervision or quality supervision, a city construction and traffic commission, a city defense office, a traffic police branch, a fire control branch, safety committee office of street or town and etc. Business objects among these departments are different between each other, although all of their business flows have the similarity but are not the same as each other. With perfection of the policies laws and regulations step by step and perfecting of the institutions on supervision management, the supervision management flow of each department is needed to be varied correspondingly. For this un-determined situation, if a business flow fixed by each department has been independently designed by following the traditional way, it will finally lead to the system to be maintained and modified difficultly. Hence, it is seemed very necessary that establishes a business workflow model which not only is general and suitable to varying of the regulation and mode of supervision management but also is easy and flexibility to set and configure a business workflow processed by a system in order to simplify system management and perform a business logic, and reduce modifying cost of software and enhance flexibilities and adaptability capabilities of a system.The main work researched and practiced in this paper is summarized as the followings:1) Through defining the state of the resource, a resource-based dynamic workflow modeling (referred as RBDWM below) approach has been proposed in this paper. The method from the state of the resource, it research and analysis the dynamic modeling principle of business process and its related input and output.2) Define an observer object to detect the resources state changes, establish the relationship between the resources state and the business process, then obtaining corresponding business process model dynamically. Under the detection and coordination of observer, the various sub-processes in the business process model was low coupling coordination, achieve the dynamic nature of the model, improve the model’s ability to automatic support the changes of dynamic processes in reality, increase the easy scalability and maintainability of the system.3) Design a business rules-based system hierarchy, extract and establish a regulatory rules library and a process generation library, and let these two libraries to be the core of regulatory rules and business processes of the system, achieve independent maintenance of these two libraries.4) On the basis of the rule base and processes generate libraries, according to the start conditions of each sub-process which users configured in the regulatory rules and process generation library, design and implement a dynamic adjustment warning and check rectification business process model.According to the RBDWM approach, the dynamic modeling process of warning and check rectification process of city safety production supervision management system which was established by the rule base and process generate way and designed and implemented in this paper has good flexibility and adaptability, able to dynamically adapt to changes in customer demand.
