The animal health security directly affects the development of animal husbandry andthe stability of the society in China, so its supervision and management has been the focusof the government. With the continuous development of information technology,theadvanced IT technology and equipment also has become the new ways and means ofanimal health and safety regulatory areas. The110command center of Chongqing animalhealth supervision is the first animal health supervision platform of China. its main featuresis the application of advanced information systems equipment used in the animal healthmanagement, its build and use greatly improve animal health supervision efficiency,enhance the strength of the supervision.At the same time, with the expanding and upgrade of the information systemequipment of Chongqing animal health supervision110command center, the pressure ofthe center is increasing.Therefore, how to protect the equipment of information systemoperates normally and improve the efficiency of operation to enhance the quality of thecentral supervision, these has become the main problems that the command center facingin the construction process.In this paper, in order to strengthen the management comprehensive ability ofChongqing animal health supervision110command center, put ITIL service managementsystem as the theoretical basis and the management characteristics of the center as theactual basis. Studies and discusses how to build a practical and applicable maintenancemanagement system.This article has first analyzed the information technology’s present situation of thedomestic and international animal health supervision industry and discuss a number ofdomestic and international IT operation management system. Second, through the practicalresearch, clear the demand of the command center, thus proposed a set of applicableoperation and maintenance management system for the command center, and detailedanalysis the system, including the definition of the management model, the demandorientation of the system, the whole framework and concrete structure of the system. Thenexplain the three contents which are put forward by the system. One is the design of theoperation and maintenance organization, put forward a train of thought for the operationand maintenance organization construction, and analyses the organization model, defines the architecture of the organization and various posts responsibility. Secondly, the specificprocess design, the process includes a management function and six basic processes, thereare the service desk, incident management process, problem management process, thechange management process, configuration management, release management process andlevel of management processes, describes each process’s objectives and steps detailed andaccurately, and analyzes the similarities and relations between processes. Thirdly, designthe operation and management system. The design and development of the system is thekey of the study, It can show the results directly. There are seven aspects of the functions,including personal page request, service, monitoring, statistics, knowledge base, analysisand assessment and the management of system. The seven functions is full use of thedesign process, and get the basic realization of the automation management.At last,The110command center management system of Chongqing animal healthsupervision built and put into use, obtained the praise from the animal detection bureau andexperts. Through the feedback data information, the research results greatly enhance theoperation and management’s efficiency of the command center, and achieve the expectedgoal of the research.
