The tropical forest in Hainan is important of one of China’s existing two tropical forest region, it is the foundation of the development of society and economy. Every year the Hainan satellite monitoring forest fire, hot spot times up to more than100times, cause very big menace to the tropical forest in Hainan. Studies have shown that forest, grassland fire occurrence and meteorological factors between the closely linked, making the forest fire danger forecast with meteorological condition is feasible. The forest fire danger forecast process is complex, In accordance with the norms of business processes and develop the corresponding system, data reading, storage, analysis and processing, can save a lot of time, improve operational effectiveness.The goal of this research is the basis of reliable software engineering theory, make full use of the computer information technology, design, development, implementation Hainan province forest fire-danger weather fine forecast system. Project to Visual Studio2008development environment for the platform, considering future system expansion, selected based on the. NET framework, the C#development language, SQL SERVER database development. The system adopts C/S (Client/Server) or B/S (Browser/server) mode of three layer structure. The system consists mainly of the Observation Data Processing and forecasting data processing, the fire risk model, data management and query and analysis, business product launch five modules.Observation Data Processing main function is to access real-time weather information, review, storage, management of historical weather data; forecast data processing module is already in the department of Meteorological Elements forecast information for reading, processing, conversion. The fire insurance model module main features include forest fire risk forecast based on the commonly used forecasting model at home and abroad. Data query analysis module features include query and analysis of various meteorological elements, the visualization of the graphic form of the query results; five visual display of the forest fire risk forecast release, the functionality of the module is the system for forecasting the results of visual, comprehensive display results according to the maps, text, tables, etc, take on many forms. The system has friendly interface, expansibility and security system of the forest fire danger forecast in Hainan, development and design of professional and strong, to enhance business personnel on the forest fire danger forecast analysis ability and improve the forest fire danger forecast accurate rate provides a good condition.
