The M-Learning has risen at the historic moment as the development of information technology and popularization along with wireless communication equipment. The M-Learning is a new way to study which fully uses wireless technology and the mobile computer equipment, such as the handset, PDA, MP5as well as hand-hold E-book to gain the study information, resources and service at anytime. People are liberated from the limit of study time and space thoroughly that will raise the study efficiency enormously and meet the demand of lifelong studies. The appearance of3G mobile communication technology will promote enormously the integration of mobile communication and internet as well as combination with education. Broad coverage is the characteristics of M-learning system under the3G technology, so that it’s easy to carry on study momentarily at home. Meanwhile,3G technology also brings brand-new field and enriches the functionality of M-learning.Through the research of mobile learning and the status of related technologies this study analyzes the feasibility of mobile learning platform. In the aspect of application platform, it is base on Nokia Web Run-Time platform technology upon mobile widgets. This study first discusses the development and application of mobile widget, which allows users to be separately downloaded and installed on the client phone or other mobile devices. The English mobile learning platform is running on a Nokia mobile device. In this study, we mainly analyze the need of the current mobile widget platform, in which mobile phone widget and web combine in order to provide users with interactive features. Functions in the mobile terminal needs to achieve the following main modules:online testing, video on demand, English translation and dialogue scenes, and each module design and coding are described in detail. The CMS server applies on WAMP, which first analyzes and designs the database so that the mobile terminal within the application package through the URL path to send a request to the server and return data. The system, through a reasonable analysis and design, implements easy scalability, security and operational convenience.
