With the continuous development of economic globalization and socialinformationization, on one hand, goods ordering in the e-commerce activities shows thefeatures of small batches,multi-frequency and strongly randomness; on the other hand,the great demand of real-time, high speed and convenience in the e-commerce activiesis increasing. In that situation, the third-party logistics and real-time distribution directlyaffect the quality and efficiency of e-commerce activities.With the growing competition in the production and circulation area,more andmore companies use logistics outsourcing strategy to improve the material flow rate,reduce the funds in transit,and save the transport and storage costs. These actions justmatch the theory of core competence and outsourcing theories:that means companiesfocus on their core business,and outsource the non-core ones. And in the practice ofoutsourcing,in order to choose the best logistics suppliers, the companies (logisticsconsumers) should evaluate the suppliers by multi-factors so that they can lower thebusiness risks. This thesis is focus on the way how to choose a best third-party logisticsproviders timely and reasonably. In this thesis, we will provide a method in which thelogistics consumers can get the real-time price from logistics provider through a agentand choose the best one according to the comprehensive evaluation of all suppliers.This thesis describes its background, research objective and research methods;Then the Web Service technology and Agent technology, a third party logistics provider(TPLs) evaluation index and evaluation method is a literature review; And then the thirdparty logistics supplier real-time choice system analysis, and detailed introduced how touse ahp implement multiple logistics supplier evaluation, and use C Sharp realizationmethod of the matrix power for the maximum eigenvalue and eigenvector of thecorresponding standard. Paper and then analyze how to real time according to thelogistics supplier offer, puts forward algorithm to realize real-time structure moresuppliers in the service of price factors comparative matrix in pairs, use the currentlypopular three-layer structure of the realization of the third party logistics supplier selection process, and the application example was given. Finally, according to theoperation result example show that the system can realize real-time choose appropriatelogistics supplier. The actual application, to consider the factors should be realized bythe system than this to consider the factors, the Agent should also be more complexreasoning rules.This thesis, based on the Web Service simulate the bidding and real-time structurein pairs of comparative matrix algorithm has certain theoretical significance andapplication value, and promoting the electronic business order and real-time processingof electronic business logistics and distribution of the development, and to improve thereal-time logistics supplier selection scientific and intelligent.
