With the reform and development of the State Grid Corporation of China (SGCC), the integration of the marketing system and some functional adjustment in power enterprises, energy metering has been gradually intensive. However, the current mode of operating the energy metering test is still remaining at the last-century level, which cannot meet the guidance and requirements of the SGCC. To be more specific, the SGCC aims to build a digital modern energy metering system to create a standardized mode of the energy metering test. Therefore, the construction of provincial integrated management platform on energy metering automatic verification is based on the SG186marketing system and combined with the present status of energy metering of SX. Moreover, this platform makes an integration of those originally dispersed operations management elements to avoid information islands, and associates elements in process control such as test conditions, metrology standard equipment, metrologists and workflow to ensure the work can be done legally and efficiently. It provides a technical means to improve the working efficiency of verification.This paper aims to fulfill this provincial integrated management platform on energy metering automatic verification which combines with the current mainstream technology, service-oriented architecture and the OSGI.NET based platform. The main work it does are as follows:1) Introduced the construction background, theory and technology of electric energy metering platform, and the existing problems of the current verification mode. Then put forward a practical, intelligent and networked provincial electric energy metrological verification platform on this basis.2) Analyze the current problems in the energy measurement and give the corresponding solutions. Design and analyze the operating stages, function modules and the architecture of the system3) Studied the key technology of the system. The heterogeneous database synchronization technology has realized the data sharing between provincial measurement center and the city center. The device intelligent driving technology enables devices of various manufacturers to work under the same platform. And OSGI.NET plug-in development technology reduces the coupling between each module of the system, which improves the efficiency and maintainability of the system. The final realization of the system.
