Since the middle period of the20th century, with continuous improvement ofpeople’s cognitions and in-depth development in enterprise information, more andmore enterprises realize the importance of management information system. Theposition of management information system in the enterprise is also graduallyimproving.Construction planning outline of "12th Five-Year Plan" for Jilin oilfield pointsout that: overall digitalization has become important strategies for cost reduction plan,efficiency improvement and acceleration of development for oilfield enterprises.Based on development goals of speeding up construction of innovative enterpriseprocess and construction of ten-million-ton oilfield, as digitalization oilfieldengineering of one of six big projects in "12th Five-Year Plan" implementation,information system construction of science and technology management is core,which is objective requirements and inevitable demand in the realization of grand goalof "681". With the rapid development of science and technology work in Jilin oilfield,demand in literature for scientific research personnel has had multidisciplinarytendency, the sharing of resources has already become a noticeable problem. Since2010, Jilin oilfield has carried out the "fine management year" activities. Theactivities are divided into three-year organization and implementation, which requires"refining, quantification, standardization and modeling, informatization" for scienceand technology management and realizes new step in science and technologymanagement level. Specific goals in2012are consolidation of fine managementachievements in previous two years, to establish and perfect the scientific andtechnical information platform and science and technology management system,improve operation efficiency and quality of scientific and technological work.The main content of research is construction of three subsystems modules forinformation system of science and technology management. One is module design ofthe science and technology management system. According to the module design,project plan--project opening--project process management, project acceptance, togeneration project achievements can realize. The original traditional papers anddocument can be transformed to electronic document. Some statements related toproject management can automatically generate and print. With the most comprehensive data information, specifications, unity, optimization of businessprocesses, business management and operation mode. The second is module design ofscience and technology information platform, which can realize online sharing ofscience and technology information and literature. The user can look through scienceand technology literature quickly and conveniently through the science andtechnology information platform. News, notices and announcements, etc, can alsorealize rapid release. The third is module design of management system for scienceand technology. The science and technology archives can realize information,standardization and platform of management under the environment of network.Information system of science and technology management can realize all kindsof online sharing of scientific research information, which provides one-stop workingenvironment for the vast number of scientific research personnel from projectplanning, project process management to project acceptance, information query ofscience and technology literature, filing, lending of science and technology archivesand so on. Science and technology personnel can easily and quickly read science andtechnology information. Information system construction of science and technologymanagement in jilin oilfield. It can realize digital network of science and technologymanagement work and further improves overall efficiency and quality of science andtechnology management.
