With the development of science and technology, and along with the prosperity and stability of the society, China nowadays is developing at an unpi’ecedented pace. Faced by the ever-increasing volume of housing business, problems also occur on the road of its development. The problems involve how to improve the efficiency and quality for working, simplify procedures and reduce the burden for clients. The system is based on the application design architecture of three layers (user interface layer, business logic layer, and data access layer). It uses the B/S structure, the Oracle database as the back-supporting environment and the JSP as the technology for development. Those functions are implemented in the Windows operating. The system provides functions for information input, information acquires, data statistics, report generation, etc. It full record the business information to receive, investigate, evaluate, review, approval, contract signing, during the administration, post-loan management, overdue management, recovery of compensation management, project termination, etc. detailed business information. The system can provide a basis for guarantee the future development of information technology. Based on the project, a complete business system will be eventually achieved a as the core office automation solutions.Firstly, the thesis starts from the development background, social needs and about the significance of system implementation. Then it focuses on the design and implementation of the main part of the system. Based on the prospective goals for the design of the system, the ideas for achieving the goals and system functions, the design part of the system brings out the overall proposed procedure and carries out detailed illustration on the system function modules and the database model design. The implementation section introduces implementation steps for each module system, the specific methods and techniques to be used. The testing part carries out a detailed test of some of the major system modules and functions, provides the environment and method for testing, and finally gives the objective assessment of the testing results.
