The new technologies and new ideas for Programming Video surveillance systemhave been found.The most popular is network signaling protocols SIP protocol, andh.264video compression protocol.On the basis of SIP and H.264protocal,respectively,people had achieved a lot of specially video surveillance system, butcombined both, making the design of video surveillance system has the advantages ofboth systems is extremely rare.In this issue, on the basis of the Theory which havepaublished by predecessorswhich explorated and studied of them,I am combinationtheir Advantages into video surveillance system Creativly.And then I designed a Videosurveillance system which have many advantages of the both of H.264protocal and sipprotocal.And this paper can Provide many Useful Experience to other people whichwanted to design new type of Video surveillance system.SIP was developed by the IETF,its main purpose is control the multimediasession,one of application layer control protocols.It is a suitable network in theIntemet environment real-time applications pass a hearing of the signaling protocols.SIP for the video surveillance system has many advantages, so sip protocal will be coreof the next generation of Web applications. H.264Video Compression protocal, alsopart of MPEG-410th by ITU-T Video Coding Experts Group (VCEG) and ISO/IECMoving Pictures Experts Group (MPEG) formed a joint video team of the joint (JVT,Joint Video Team) proposed a high compression digital video codec standard. Thebiggest advantage of H.264is a high data compression ratio, in the same conditions ofimage quality, H.264is a compression ratio of MPEG-2to2times higher than isMPEG-41.5~2times.I have completed the following main aspects: In this paper, designed a videosurveillance system, server and client, the development of a number of server modulesand the realization of the division, namely, video decoding module, networktransmission module, video error control module,and so on. Network managementmodule by OSIP. transmission of video data module by ORTP.The final test results show that the various functional modules are able to work,can sip a network-based video of the basic requirements of monitoring systems.
