In the mass communication process, the right of access to the media as one of socialmembers’basic rights has been proposed more than forty years. However, China has adistinctive media system which results in difficulties for audience to successfully expresstheir own ideas, speech and carry our various social and cultural activities in traditionalmedia such as television, radio, newspapers and journals. In3G era, the success of thetransformation of mobile media will take the public into the mobile internet era. The highpenetration, portability and portable of mobile phones enable public to keep track of themedia in their own hands, which cannot be achieved by any other kind of media presently.In3G era,the achieve to the right of access to the media in a variety of forms of mobilemedia will be more unprecedented breakthrough than before.In the first part, the article provides a general introduction of the right to access tomedia, and demonstrates its implementation condition both within and outside China. Inthe second part, the article discusses the functional status of mobile media and the impactin the3G era, analyzes the situation that the realization and restriction of the right toaccess of traditional media, then it discusses by three levels for the breakthrough ofmobile media to the right of access to the media to traditional media: whether use themedia to get the real information freely, whether use the media to express views andopinions freely and whether use the media to participate in content production freely. Inthe third part, the article discusses mobile media’s important medium function, which isthe micro-blog’s contribution for further breakthroughs in the right to access to media.This phenomenon demonstrates that in the era of mobile Internet, the right to access tomedia can be more widely realized. In the last part, through prospects for the future ofmobile media, it is recommended that the public can take a rational expansion of the rightto access to media.This paper adopts qualitative analysis method of communication. In order to have anoverall study on mobile media, author use with basic data collection and analysis, collectinformation on professional academic journals, scholarly treatises and dissertations andtake part in study seminar on related study field.Then follow a nonlinear path by analyzing the right of access and the concept of mobile media, comparing the mobilemedia and traditional media such as newspapers, radio, and television in order toanalyzes the characteristics and shortcomings of the traditional media in the realization toright of access to the media. By researching the advantage of mobile media in3G era andmicroblog to explore how to better realize the right of access in the mobile Internetenvironment, and the emergent features and rules in the realization process. This paperprovides important theoretical value and directive significance for the future study interms of new types of media such as mobile media.
