With the continuous Information Technology improvement, c-govcrnment popularization and State Land Hall’s many-year informati/ation construction, the overall framework of different levels’informatization has started to be in shape. However, due to the inadequate pre-planning and discrepant standards. different manufacturers had adopted different technical routes, the existing system forms cannot meet the good practice, and the interactive modes arc not consistent. Meanwhile, with the rapidly changing business, all business forms can only be modified by adjusting their codes, which causes maintenance difficulties and system instabilities. The critical issues need to be resolved right now are how to establish the common standard and multi-functional form mechanism, how to make form and code independent to each other for quick business response is the problem which are pressing for solution.Firstly, the problems and challenges which will be brought by flexible business forms is deeply analyzed, and then the advantages and features of this dynamic intelligent business forms is pointed out, furthermore, the problems which can be solved by this form is also expounded profoundly, and the necessity and importance for developing the Territorial Resources Administrative Supervision platform is specified. Based on this, the main functions of State Land Comprehensive Supervision System also is discussed, and the key procedures like form edit, data binding and data submittal, is introduced and analyzed. An analysis of the MVC multi-layer structure has also been made, and the key sub-system in a detailed way by using OOAD form-check designer, the form engine and the assisting submittal method is detailed designed. And in this process, the design and implementation is focused on the dynamic script mechanism and System Integration. In the end, based on its advantages and disadvantages, the further research direction for this system was proposed.
