With the continuous development of3G mobile communication network, the high quality of network service is strongly demanded by the new mobile service. At present, the development core of3G networks has transformed from large-scale planning and construction phase into network quality assessment and optimization phase. Data service is the key to the3G era. Due to the increasingly fierce competition, mobile operators must enhance their consumers’data service quality experience to attract more attention. So the study on how to evaluate the3G data service performance more comprehensively will help the communication operators to know the status of the network operation timely, so as to guide the network planning, network construction, network optimization etc.As3G network is a kind of self-interference system, whose capacity, coverage and quality are closely related. It is impossible to evaluate3G network accurately by single or partial index. In the process of evaluating the network communication quality for3G data service, various factors should be considered comprehensively and their influence on network should also be balanced. Widely used in economic, management and engineering field, comprehensive evaluation method is also applied to evaluate the performance of mobile communication network. Fuzzy comprehensive evaluation method, analytic hierarchy process (AHP) method and Delphi method of the comprehensive assessment theory are employed to evaluate the3G UTRAN, CDMA2000mobile communication network by some scholars. However, these evaluation methods only consider the technical index of the mobile network and don’t take the user perception into account. Besides, these evaluation methods excessively depend on experts’ subjective judgments, ignoring the role of the original data.Firstly, a3G data service performance evaluation method based on entropy method from the point of users’ perception is proposed in this paper. As an objective evaluation method, entropy method determines its index weights by calculating index information entropy according to the index relative changing rate. This evaluation method is conducive to compare and analyze the performance between different networks. So that it can provide the objective and reasonable evaluation results of the3G data service performance to the operators, mobile network users and mobile communication departments. Then a technical index evaluation method based on the BP neural network from the perspective of3G network data service technology is presented. The specific evaluation process of the proposed method is illustrated as below:firstly the evaluation results of analytic hierarchy process is used to construct neural network training sample set; when the neural network training is completed, the trained neural network can be used to evaluate the testing data directly, avoiding the complex evaluation process of AHP. This evaluation method has a good effect on inspecting data service performance of the different areas in the same network, which helps to find the problem area timely and provide direction for optimization. Then, the detailed instructions of3G data service test process using the TEMS (Test Mobile System) system are given in this paper. Finally, an experiment based on actual data is made to verify the proposed methods. The experiment results show that these two kinds of evaluation methods can effectively evaluate the3G data service performance and provide the basis of improving data service quality.
