As3G license tag was issued began in2008, three Chinese Mobile network operators built3G network extensively at the same time. Nowadays, we have changed the traditional construction model which only needs to satisfy cover-ing to the model which pay more attention to the aspects of business adaptation, network optimi-zation and the quality of network and so on. Different than the model that the first generation of mobile communication networks was taken place by the second, technology revolutionise was no longer the original driving force of the third generation of mobile communication networks taken place the second, what the real original driving force of networks innovation is the operation capacity of business. Only by improving the service quality of business, should it can be the important foundation of customer removal’s original driving force and the ability that customers keep. As the foundation of high-quality service offered to customers, network operation quality has been clearly brought to the attention of the operators. Based on this, this paper takes advantage of the CQT testing data at some real place, according to the company’s require, we build model based on fuzzy comprehensive evaluation and PCA method, and collect corresponding data to calculate, we give the network quality evaluation methods in the CQT testing.Fuzzy comprehensive evaluation method is the method that based on fuzzy mathematics. Comprehensive evaluation method is based on the theory of membership in fuzzy mathematics which converts qualitative evaluation to quantitative evaluation. That is, to make an overall evaluation on the object that subject to many factors by fuzzy mathematics. It has advantages that the results clearly, strong systemic. It can also solve the problems that fuzzy and hard to quantization better. It suits for solving problems uncertainty, and by combining fuzzy comprehensive evaluation method and PCA method, it can reduce complexity during evaluation. This paper introduces fuzzy comprehensive evaluation method, PCA method and network quality assessment system first, and then discusses the principle and model building of fuzzy comprehensive evaluation method and PCA method, and steps is given. Last, we,analyze network quality assessment requirements detailed.It is treated as an important reference and problem solving foundation in network optimization, and improves single index evaluation method’s weaknesses in network optimization, so it improves network quality and customer’s satisfaction.
