With the rapid development of the fishery industry, the problem of overfishing andfishery security is becoming increasingly serious. It is a troublesome problem how tosupervise and protect the fishing boats for fishery department in the recent years. This paper,which combine with GPS (Global Positioning System), modern wireless communicationtechnique, satellite communications and ECDIS (Electronic Chart Display and InformationSystem), designed the fishery supervision system using both GSM/GPRS model and beidounavigation system model.In the first,the paper introduces the topic background,researching significance keytechnology and situation of domestic and abroad. Then, according to the technical indexesand the practical situation, it use unified modeling technology to design and structure thewhole system. The whole system is divided into the fishing vessel monitoring terminal andmonitoring center of software platform. The fishing vessel monitoring used low-cost STCmicrocontroller as the microprocessor and combined with GPS、GPRS module and beidoucommunication module to complete the functions of the acquisition、processing and GPS datacommunication. It also has a good deal of interface circuit. With the help of equipments, Itimplements multiple functions including controlling the engine、collecting the condition andproviding alarm. Supervision center communicate with fishing vessel monitoring terminal byGSM/GPRS and beidou, And the system adopts SQL Server2000database as thedevelopment platform, MapX component as framework and Visual C#as a development.Finally, with the help of electronic map, it achieves supervising and controlling the fisheryships. Thus it, for the sea fishing regulation, provides easy operation and powerfulmanagement system.
