The navigation satellite system has been widely used as an important part of the intelligent transportation systems. Although GPS system has a high degree of openness, it is limited by the United States. Beidou navigation satellite system as a global satellite positioning and communication system(BDS) is developed by our country. It combines multi technologies include: embedded, global positioning, geographic information and communication. It can effectively improve the traffic circumstance and the ability of urban management. So it has great significance to research the application of Beidou system.This thesis firstly introduces the current status of the 4 navigation satellite system. Then an overview of the structure, functions, characteristics of modern develop environment of electronic map, i.e. Map X, is given. An embedded system develop platform that based on Windows Embedded CE 6.0 is constructed. On the Map X Active X environment, a embedded Beidou satellite navigation system is established. This system is developed under the visual programming development environment(C#2008), achieved satellite signal receiving and path planning. The position information receiving and displaying is realized by a Beidou navigation module and communicated with the computer via the serial port COM component. The optimal path planning methods in current navigation system usually only consider the factors of time or distance. This paper uses the Dijkstra algorithm, which gives a shortest path first, to find a more effective travel decision by comprehensive analysis of global factors. The decision combines the Dijkstra algorithm with the real-time traffic information and gives an effective travel plan. This system is developed under C# environment, achieves the goals of travel path planning and traffic guidance, and can supply a variety of travel plan to the traveler according to the difference influence factors.
