The paper researches on the context-aware streaming media service system depending on thecooperation projects between the Jiangsu Telecom and our school. The focus of the paper is thetechnologies how to use the terminal-aware, user-aware, network-aware and the integratedtechnologies to improve the QoS of the system. In addition, the paper takes these technologies tospecific projects and develops a video services subsystem with QoS guarantee in the emergencycommunication system.Firstly, the paper introduces the main factors which affect the streaming service QoS and theQoS guarantee techniques. Then the paper introduces the QoS guarantee mechanism in the IMS andthe streaming environmental sensing technology, including terminal perception, user perception andnetwork perception. Then the paper designs the architecture of the context-aware streaming mediaservice system, including the design of the system architecture, the signaling interface, thecontext-aware module, the QoS decision module, the QoS policy-driven module, and so on. Thepaper not only gives the specific implementation details of the above techniques but also uses thesetechnologies to achieve a context-aware streaming media service system.Finally, the paper takes the context-aware streaming media service system as the video servicessubsystem in emergency communications system. The test shows that the QoS performance of thevideo services subsystem has been greatly improved. Therefore, the result has proved the feasibilityof solutions obtained by this paper.
