With the development of national economy, the country has more and more cars, which help people in the convenient and also put forward more and more big challenge. So the research on Intelligent Transportation Systems(ITS) is more and more important. As an important aspect of ITS, License Plate Recognition System(LPRS) has a important meaning and a great application prospects. At present most LPRS are based on the PC, DSP, FPGA, which are expensive, bully and unstable. In this dissertation, a novel LPRS is designed, which has small volume, good reliability and high flexibility. The novel LPRS is based on the present image recognition methods and WIFI module, proceeds the image collecting, image processing, and image tranmission by ARM embedded technology, and achieves the automatic recognition of vehicle license plates.The main research content of this dissertation is includes:In the hardware of this system, ARM11development board(S3C6410as its core), is used as core circuit of hardware of the Embedded License Plate Recognition System(ELPRS). Meanwhile, it contains the realization principle of reset circuit, LCD interface circuit, NAND Flash circuit, GPIO and USB interface circuit, WIFI module and so on. Besides, it introduces the UBS camera. In the software of this system, Windows CE6.0is used as the embedded operating system. And Visual Studio2005, as a remote debugging environment, is used to debug the application softwares, which are to achieve the image processing algorithms such as vehicle card orientation, skew correction, Characters Segmentation, character recognition and so on.By lots of experiments, the recognition accuracy rate of the system is97.2%, which means that the novel system can meet the requirements of the high accuracy, high stability and small size. At last of the dissertation, it makes a conclusion, and takes an outlook into the future development.
