Research Of The License Plate Recognition Technology In Intelligent Traffic Signal Control System

With the rapid development of science and technology, the increasing number of all kinds of transportation tools especially vehicles has brought obvious convenience to human, but at the same time, the development of basal structure of transportation was slowly. It increases the traffic control and manage pressure, the Intelligent Transportation System(ITS) is devised to alleviate the pressure.The License Plate Recognition is the kernel function of this system, The License Plate Recognition can automatically provide vehicles inspecting, validation, registering and alarming, so it can be used in high way management systems, parking charging systems, uptown vehicle management systems and electronic police systems.This paper accomplished the study of the civil License Plate Recognition algorithm and design of the civil License Plate Recognition system. Mainly based on edge detection and the projection to locate the plate position; use the priori knowledge of the license plate and vertical projection to division characters; combined with the characteristics of the characters, using a template matching and scanning method to complete and character recognition.This article achieve the algorithm in the software platform. The license plate positioning accuracy rate of 95%, character recognition rate of 94.6%.
