Party management is a very important work. It has an extremely important role toplay in the thought development of military party members and party construction. Thequality of party management has a direct impact upon the power-exercising of the Partyin the army and the development of the Party. But with the increasing of the number ofmilitary party members，the difficulty and complexity of member management alsoincreases. The original mode of manual work-based management falls far short ofmeeting the demands. On the other hand, information technology is being applied to theelementary units of the Army in a more substantial and broad way. This thesis, based ona full investigation of the demands of the combination of party management and internettechnology, proposes a military party management information system.Firstly, this paper analyzes the current status and shortcomings of the partymanagement of Army63820. In order to relsease the management pressure effectively，it proposes a WEB system based on NET. The program is achieved through a use ofNET-based framework of the three-tier architecture. The currently popular B/S browsemodel is adopted, which makes the system have a good system expansion, reusability,high efficiency and high security. As Java, which is common, NET Framework iscurrently a very popular framework. Back-end database is supported by SQLServer2005, which provides a storage of the database in a uniform way.This paper lays out the significance of implementing party management system forArmy63820. It reveals the compexity of the work. By investigating and realizing WEBonline management system, it is hoped that party information will be calculated，andannual reports of party activities will be recorded efficiently. And also, the statistics ofparty member fees, the structural-information of membership as well as an annlysis ofreward and punishment will be generated through the system. Through research andpractical experience, and a full analysis of system requirements, this paper focuses onthe design and implementation of party management systems, with an thoroughintroduction of the design and implementation of some sub-module and database. Theparty management system mainly consists of system management module, information-statistical module, party event planning module, party member feemanagement module, basic information module, and so forth.Finally, this paper carries out an analysis of the situation of the managementsystem based on NET of Army63820and its practical application. It shows the testresults, and makes indication of existing problems of the system and the expected futureworks to be carried out.
