The technology of intelligent electric meter means a new techology whichapplies collection, transmission and management of electric meter data to electricdepartment in order to form an intelligent electric net. It can solve problemssunch as slow-speed, cheating of Power consumption and waste of humanresource in Manual eletric meter writing.In recent years, with the rapid development of technology of3G, along withthe popularization of the standards of3G in our country, the technology of3G ispayed more and more attiontion by people. So it’s a new idea to apply thetechnology of3G to the transform intelligent electric meter which will become atrend.This paper sums up the disadvantage of traditional writing meter modesystem and the status of intelligent electric meter at home and abroad in recentyears at first, then, introduces the advance of3G compare with2.5G, the threestandard of3G in our country and the several key connect technologies and safetechnologies of3G. Then, the paper introduces the backgroud and reason of thistask, and the principles of building system, meanwhile introduces the chosen ofseveral patterns of communication and system construction. At that this paperexpatiates the design and implement of this system in parts of hardware andsoftware.In the part of hardware，this paper accomplishes the construction ofhardware by desgin of outside collection circuit and design of gather module. Inthe part of software, this paper accomplishes the design of system in moduledesign,entity design and database design,then accomplishes the coumunicationbetween collection and host station as well as coummunication between client andserver by socket In upper levels of system coummunication with3G network.Thesystem is accomplished with X.509certificate which can ensure the safety andintegrality of data in coummuication.At last,test the system and analyses theresult of test,and refers to the disadvantages of system and lookes into the futureof the charge system of intelligent electric meter base on3G technology. It Provides better technical support for the Leshan grid smart metering.
