Social civilization is the standard of civilization evolution based on the human society.It is the consequence of civilization development which is achieved from construction andharmony of society. Guangzhou, the city has been worked on being “National civilized city”for13years and it was award the great honor finally in December2011, yet it was failed in2009.In order to achieve this honor, the local government has input a massive of human force,physical material, and time. There are many factors of success, which depends on theeffective propaganda. As a member of this event, I experience the whole process and took partin a series of activities. One of them is a TV program named as” The big winner in civilizedgames” which is organized by The Propaganda Department of CPC Guangzhou PanyuDistrict. Based on this program, the impact is obvious. It brings the civilized and harmoniouslife ways to local residents and got widespread attention and approvals. The achievement isrelated closely with the dissemination of the concept of change, and thus provoke thinking.The government propagandizing has to meet the dissemination of objective laws, using themass media, doing adequate research, focusing on targets. We have to make it clear that therelation among the subjects, the audiences and the medias so that to enhance the effectivenessof government publicity, efforts to effectively improve the level of public administration.
