Nowadays, the society is a society with the information develops rapidly, and science and technology have been developing rapidly, and the electronic technology develops too fast to imagine. In order to expand their business scope and to enhance their competitive ability, many enterprises rush to introduce computer technology to assist the company’s management, to help the fast development of enterprises, and to improve competitiveness. The enterprises’ management mode and operation mode formatted in industrialized age are difficult to adapt to the market competition and the further development needs of social economy, and the application of modern information technology and new management thoughts and strategies on the fundamental innovation of enterprises’ management to improve enterprises’quality and market competitive advantage has become the strategic measures to strive for the survival and development for enterprises. One who wants to be good at his work should sharpen his tools first. Only through the help of high-tech can the advertising companies improve their own competitiveness.With the software system development language mature day by day, and the changeable of the operating system, the choice of software development language is becoming more and more important. In the design process, this system uses JSP and JAVA language with fully consideration to the portability of system. And using the combination of more popular JAVA language structure SSH (struts+hibernate+spring) and MVC (Model-View-Controller) to design the function modules of the system. The system chooses the frequently-used SQL SERVER2000as the database of the system. The paper describes the whole design and implementation process the system, carries on the detailed acquisition and analysis to the needs of the system and describes the user roles involved in the system. In the design process, the paper uses the class diagram and sequence diagram in the UML (unified modeling language) to clearly display the system design in detail, and gives the functional description to the categories involved in each module. The realized part adopts the ways, which is the system used to mainly realize the code and interface, to carry out the functional realization of the system. This system mainly realizes the functional design of five big modules including system management, personnel and customer management, advertising management, financial management and system tools in the advertising business management system. The system carries out system storage and maintenance to lots of data information involved in the advertising companies such as employee information, customer information and so on. Gives detailed records to the business project information operates with the customers, avoiding forgotten or late deal of business due to some reason, and improves the company’s service quality and work efficiency.The operation of the system basically satisfies the needs of most advertising companies to advertising business management. After the usage and operation, the system helps the management personnel of companies manage the staff information, rapidly realize the staff salaries and verification of accounts, realize the fast querying of customers’ information and related understand to the business, providing basis to the schedule which is made by the company to customers’ business, avoiding the confusion of business production process, improving the work efficiency and service quality. And the system greatly reduces the workload of the company staff and administration cost of the company, improving the company’s interests.
