The Analyze And Designof Land Taxmanagement Information System

In market economy system, the tax is an important part of the national economy, and with the development of economy, the effect of tax will be more and more important,and will become the most timely, comprehensive, accurate and detailed index. Tax reflects the running state and trend of social market economy both from macroscopic and from the microscopic. At the tax management work, make full use of information management technology and the latest theory, improve work methods, and develop tax analysis,take management measures,improve quality of management, so as to increase tax revenue growth, which has the important meaning of promoting democracy and constructionof legal society. But with the changing of the tax business and the deeply reform of tax informatization, tax management becomes more and more complex, which led to tax management information system’s research and development has certain challenge.Based on the characters of taxation management information system informatization, we proposed the implementation and design of land tax management information system which is based on J2EE model. This papers deeply analyzed all aspects demands of the system on the basis of tax business function and process, And fully consider the complexity of tax operation. In the process of design, we used the multi-level system structure, which separated the common business logic layer and public component layer in order to make the realization of each specific business remained relatively independent and improved the system’s reusability and expansibility. Using the technology of page component to complete the design and implementation of the system interface, so that we can make the whole system has the nearly same interface style, which will improve the efficiency of system development, and reduce the cost of maintenance system.Land tax management information system is for the purpose of improving the quality of tax collection and management, reducing labor intensity, achieving the modernization of tax collection and management, and improving the efficiency of tax collection and management. It has the characters of security, comprehensive, high efficiency etc, System’s interface is friend, Easy to operate, reusable,and its maintainability is stronger.In aspect of function, the system satisfy all the needs of tax business and management requirements, according to business division of labor and responsibilities on the layer of operation,the layer of management, and the layer of decision, give the configuration of authority,application menu and data resources; In areas of data management, the system on the basis of controlling data quality, satisfy the processing and analysis of the mass data,so as to adapt to tax management, auxiliary decision and the needs of all kinds of statistical query; In the field of operation application,the system integrated unitary,convenient and efficient business processing and comprehensive office platform which is based on the type of business; In the respect of tax service,the system process program design and application development at the center of taxpayers,based on the simplifying tax process and providing a wide range of taxation, make full use of information technology, to expand service channels and the contents of service,optimize the service mode, improve service efficiency; In the aspect of external information exchange, this system use unified external information interaction platform to provide taxpayers online tax service,toprovide tax authorities and taxpayer information interaction support,to complete the data exchange with unionpay network,to realize data exchange and information sharing between national tax authorities and the various government departments,which is based on the requirement of ensuring data exchange accurate,consensus,timely and efficient,convenient operation.The system can basically meet the daily needs of the tax business, complete the half automation of taxation management work, and will largely drive the economic reformation and tax business’s development of China.
