The main thesis reads as follows:(1) The actuality and the deficiency of the current Land Use Planning Management are analyzed according to the expatiating on the Land Use Planning Management System;(2) Using UML establishes a system function models and associated data models;(3) Designs a concrete flow of the operation and whole systematic function modules, lays out the database framework according to the principle of the database construction;(4) Technology development based on MVC pattern of development WEB application system environment so that gradually the Office of information, to form the Office of the personnel and office equipment, together constitute the service of some kind of target man-machine information processing system;(5) Involving the current solution to the network security, the article improves the security level through strengthened recognization of identity and password management.The Land Use Planning Management system combines the popular management thinking, namely, work flow, information flow and document management, standard management and reuse for the Party provides an advanced and efficient platform for information work. The management in terms of reducing management costs improves management efforts; in terms of employees, reduce working hours, improve working efficiency.
