With the propose of informationization of the vocational colleges financial management, traditional financial and charging management system has hindered the development of information construction. In the face of the new demands of the new situation, Weifang Commercial School must upgrade financial and charging management system to meet the needs of the information construction. With the reform of China’s education fees system, the states of financial institutions in financial and charging management is gradually increasing, then the difficulty of the financial and charging management is also increasing. In this regard, how the vocational schools to more efficient and reasonable manage finance and charge become to a big problem. How to deal with the difficulties encountered in the financial and charging management and how to improve financial management is a common problem faced by the domestic institutions. Simultaneously, with students increases, there is a big challenge of update speed and storage capacity of the financial management system facing by Weifang Commercial School. Financial and charging management is a community-oriented service window of school.The financial and charging management of Weifang Commercial School is a window for school to communicate with society and serve all students. One attach to school, and the other one attach to the students and their parents. A fully functional financial management system, not only can reduce the pressure of the financial staff, and but also play a key role in the normal operation of the college. In response to these problems, we develop financial and charging management system of Weifang commercial school.This paper start from the information construction requirements and discuss the new demand of charging management system that Weifang Commercial School need in the context of information technology and put forward new expanded ideas to achieve the integration and unity of the system, promote financial management information building of Weifang Commercial School and describe the process of requirements, design and implementation of system. Firstly, the paper research the related business process and functions of the system which analysing the content related to the financial and chargring management and the date need to be recorded and displayed and doing detail demand analysis; secondly, designing the system. We design financial management functions as well as charging management functions by using UML class diagram to detailed description and we also design the database; finally, uniting with the content of the requirements analysis and the system design to realize the entire management system and briefly introducing the three-tier under C#NET platform with the way of the system function interface screenshots and introducing the core code and the key technology used by the system. After the completion of the development of the system, we will do comprehensive system testing and repeated modifications to finish the overall development process of the financial and charging management system. The system eventually help Weifang Commercial School realize the financial and charging management functions, like expense management, carried forward income management and accounting management and can be viewed as statements, and the accountant can set relevant option content; it also realize the whole record of every fee in the charging management, and effectively improve the work efficiency of the charging management.In conclusion, the system meets the needs of the financial management and the fees and charges management of Weifang commercial school, realize the informatization of the financial management, standardize financial management processes, and provide a effective way for leader to supervise the financial condition.
