Electronic reading room in Universities is a public place that gives the whole university teachers and students an environment for internet-surfing and self-learning, supplies educational and teaching resources, foster students’ ability to study on their own, enlarges students’ ranges of knowledge. With fully open state and self-service, it promotes all round development of students during the process of receiving education in universities. However, the management and service of electronic reading room in Universities are receiving tests at different levels with increasing rise of national education level, constant enlargement of college enrollment, popularization of computer network and related technology and diversification of students’demand for network application. In this environment how can we build a low-cost, easy-managing and high-safety electronic reading room management system has been being a challenge facing the university manager and information technology service personnel.This paper introduces the present condition and characteristics of electronic reading room accounting management on the basis of the analysis and design of university electronic reading room management system of Pu’er University. Using software engineering principles and combining with the development of the management information system and database technology, it puts forward the requirement analysis for university electronic reading room management system, describes the overall framework of the system, the detailed functional design and database design. At the same time, the paper offers an effective solution for monitoring capability of the system, safety control, integrated charges, real-time statistics, power handling and other technical problems.This system analyzes and designs in view of the opening characteristic of university electronic reading room. It’s based on Client/Server services model, using a unique reader "self-help" service mode and supporting for multiple network reading room distribution management. It has a strong monitoring management capacity and can realize an integration of all charging items management in electronic reading room. It works safely and reliably, is easy to be installed, simple to be operated, convenient to be managed and so on. Therefore, in practical applications, it can greatly improve the management efficiency, save administrative costs and has good application value and broad application prospects.
