With the development of the informationization degree in weapon and equipment, electromagnetic environment of the modern battlefield becomes more and more complex, the spectrum resource becomes scarce. For making use of spectrum resource effectively and guaranteeing the equipments in normal operation, we need spectrum monitoring necessarily. The paper mainly researches the design of electromagnetic spectrum monitoring system and the algorithm with signal processing in electromagnetic spectrum monitoring.The paper introduces the status quo of internal and international spectrum management first, based on the composition of spectrum monitor device, designs the main hardware module of the signal processor, including AD converter, signal processing and communication control. The algorithm of signal processing in electromagnetic spectrum monitoring is discussed emphatically, especially in signal parameter extraction and signal demodulation, and the simulation is made in detail; On the basis, according to the requirements of spectrum monitoring, working mode and working flow is designed, according to the mode of frequency bands scanning, signal analyzing and signal monitor respectively, design and implementation of software is made in DSP.Finally, a test of function and index is made on the spectrum monitoring system, and analyze the performance of the system. The result indicates that the system designed in paper can satisfy the requirements of electromagnetic spectrum monitoring system.
