At present, the digital video monitoring system still exists some problems, such asinsufficient bandwidth, difficult data storage management and low intelligent monitoring levelalthough it has been widely used in various fields. This paper designs and implements acampus security video monitoring system with the H.264algorithm and IP multicasttechnology to. The system has some features, such as fast video data transmission rate, highdata retrieval speed and intelligent management.This paper firstly study the key technology of video codec technology, H.264algorithmand IP multicast technology. The video data quantity in network transmission is reduced withthe optimized H.264video coding technology. The problem of insufficient network bandwidthresource is solved and the real-time video monitoring is ensured with IP multicast technology.In the data storage management, the data storage management solutions of centralized storageand database combined with file system is put forward using OpenCV technology for video tosolve the difficulty in large data volume of video storage and data management and toimprove the safety and reliability of video data.The video image High-Definition Technology, image Analysis Technology and DataStorage Technology will be researched in the future work to achieve a higher level intelligentcampus video monitoring.
