Cultural Mechanism Reform, launched after the economic reform as the second most profound revolution in China, has boosted the rapid transformation of the state-run institutions into commercial basis, especially on the news publishing industry. The project of News publishing industry transformation has started since2003, and it has experienced the pilot, integrated and comprehensive stages and now entered into the mutual stage. To the transformation,2013seems a very moment for it will solidly form the foundation. This year’s major target is to accelerate the Non-political Newspaper reform and build up a batch of larger publishing media group in China. To Tibet Autonomous Region (Tar), the reform object is Xinhua Bookstore.Based on the domestic news publishing industry reform background and academic outcomes, a systematic analysis and study was conducted on Tibet News Publishing Industry, and the author sets Tibet Xinhua Bookstore as an example. There are four major chapters in the paper, the introduction,definition and related theories description, Tibet News Publishing Industry Reform Statue-quo, and strategic suggestions respectively.Literature review, case study, comparative analysis, semi-structure interview and other scientific methodologies has been applied in the paper. Moreover, government failure, Market failure, and other theories have been applied as the major theories perspectives in the paper to assist the author to study the problems and challenges existing in China’s News Publishing Industry, particularly in Tibet.
