With the need of development of infomationization and E-government,IT has greatly popularized especially in database technology. E-governmentfaces many problems, such as management of mass data, integration ofHeterogeneous data source and support of leadership department. Now,management systemn of government information resource is comparativelyindependent. Different information systems do their own job, which leads tolow effectiveness functioning of share and call of valuable data. Governmentdoesn’t have a unified information resource management system. We call it“Information Isolated Island”. Therefore, metadata management systemappears.With the help of J2EE structure and three-layer framework, This topic isusing metadata auto-extraction technology and improved metadata editorcombining data mart and data exchange platform. Then it achieves themetadata management system based on CWM in E-government.We have four parts in this thesis: they are data mart categorization and data subject analysis, data page auto-extraction technology and databaseextraction, data exchange platform and metadata management system. Thereare two characteristics in this thesis shown as follows: on the one hand,design and implement of metadata auto-extraction technology on website andserver, and extract Pudong New Area bureaus’ application data. On the otherhand, design and improve the metadata editor, achieve metadata managementunder the guide of E-government metadata model.Compared to existed metadata management system, this thesis is focusnot only on close connections between metadata management system andE-Government but also on effective combinations of metadata auto-extraction,metadata editor and data exchange platform. The main research results areshown below:1. A data categorized subject model that is meet the requirement forcompliance and for actual demand by E-Government.2. Design and implement a data exchange platform, metadataauto-extraction modular and metadata knowledge managementmodular. Finally accomplish the construction of metadatamanagement system.3. Design and implement semantic verification and metadata consistency check in metadata knowledge management.4. Data exchange agreement and message oriented middleware are builtto meet the need of data transmission in distributed system in dataexchange platform.Metadata management system can greatly help to improveinfomationization level of Pudong New Area and also enhance data share andexchange among different bureaus, which lay foundations for furtherconstructions of data warehouse and data mining.
