The work collecting the information from the Internet is always the important thing in thepolice network management. Recently, most Internet comprehensive intelligence-gatheringsystems are in the traditional modes which rely on human browsing. Although there are someachievements, such systems cannot meet the needs of political usages because of the shortageof police force, and the unfavorable factors of personal ability, and the constant growth of themass data. At the same time, under the background of the innovation of social managementmethod, as an important part of the the management system,police intelligence work is facingthe enormous pressure. How to collect the information from the Internet comprehensively,accurately and timely, and how to analyse and edit the Internet information efficiently andsystematically, the greatest extent to ensure every piece of useful information can be obtained,analyzed accurately and reported fast, became an important problem that needs the policedepartment to solve eagetly.Under this background, on the current industry,this thesis researched the relatedtechnology of the crawler, retrieval and database schema comprehensively, in-depth, the studyanalyzed the present situation, and on this basis, based on the.NET development environment,using C/S (Client/Server) framework, using the current mainstream and mature technologyand development tools, design and implementation a processing system that consistent withthe work of police Internet information intelligent——Internet information collection and editing system for police, it provided a effective bracing for the police information workefficiently. In this thesis the main research work is as follows:1、It combined with the practical of the police Internet information work, by the way ofdirect communicating and participating in practice, analysied the overall requirement ofInternet information collection and editing system fully, including functional requirements(such as creating a task, set up early warning etc.), non-functional requirements (such as easeof use, safety and reliability etc.) and design constraints (such as development platform,support for expansion etc.). Use the case technology built model for functional requirements,portraied the use case diagram, and defined a detailed protocol definitions for each case.2、According to the demand analysis of the results, this thesis probed into from threeaspects that the frame selection,system layered design and process flow,then elaborated thedesign of the Internet information collection and editing system from the designprinciples,logic view,deployment view, data view, and so on several aspects. The systemarchitecture using client server structure and the strategy pattern, and the functions of thesystem has been divided; the database using standard relational database model,and the logicstructure of the system data table has been designed comprehensively.3、According to the design scheme of the system, after the technology selection hasbeen determined and the development environment has been built, using the C#language andthree layers of data structure, designing and developing object-oriented, realized the Internetintelligence collection and editing system for police. Thereafter conducted a comprehensiveevaluation through the functional and performance tests on the system,though there are manyproblems has been found in the tests,but all of them were modified and improved one by one,all of the function, reliability, safety and other important elements were meet the expectation.Finally, this thesis summarized the overall work of the system development, discussedand prospected the other important functions of the system what to realize in the next step.
