A Design And Implementation Of Workflow Based Police Integrated Management System

Since the end of the20thcentury, the informatization of policing in China has be greatlypromoted. However, compared with the requirements of policing, it is still relative lagged.Such a situation results in the ineffective and inefficient policing and the difficulty forenhancing the capability of policing, including the poor software environment, low level ofinformatization of policemen, low level of intelligence acquisition, low level of informationapplication, and inaccurate, untimely, and incomprehensive information acquisition. Such amechanism doesn’t meet the requirement of policing work and seriously hinders theefficiency of policemen. When using the previous policing management systems, thepolicemen faced many problems due to the complicated system functions and insufficientinterconnection among the modules. Therefore, how to implement the promotion of operationflow by software systems has become an urgent problem of policing management. Under sucha research background, this paper designs and develops a comprehensive workflow basedpolicing management system according to the demands of the policing management. Thesystem feasibly and effectively combines all modules of the policing management and usesthe workflow engine-driving to boost the development of related work.The main job of this paper includes the followings:(1) This paper introduces the theory of workflow into the design of the policingmanagement system of the public security department. By combining with the practicalrequirements of the policing management, we designs a workflow based policingmanagement system, which includes the modules of system management, user management,case login, case inquiry and case settlement. This system supports the automatic management of policing flows and satisfies the requirement of the whole lifecycle management of caseswhich is necessary for public security department.(2) This paper analyzes and designs the mechanism for workflow driven and managing.Based on the analysis of workflow engine, we designs the mechanism of management ofworkflow templates and driving of workflow instances by applying the mainstream workflowengine.(3) This paper designs an extensible database of policing management system. With thedeeply analysis of the requirements of policing management system, we model its entitieswith UML and map this model into the relational database in which the necessary data forworkflow description and instance driving is stored. This database statisfies the requirementsof existing policing work and has certain extensibility.(4) This paper constructs the workflow based policing management system withmainstream technology for development of Web applications. We uses.NET platform, MSSQL Server and MS Workflow framework to implement the system. The testing results hasshown that this system can satisfy all the functional requirements, and has acceptableperformance due to its support for relative mass concurrently access.The research of this paper provides a feasible solution to the design and implementationof comprehensive policing management system.It not only implements the whole lifecyclemanagement of policing cases, but also improves the efficiency of policemen, standardizesthe operation of case settlement and accelerates the audition of cases. As a result, it provide auseful reference for construction of similar systems.
