At present, our country is in a period of rapid development of urbanization. The largeconcentration and frequent movement of population brings great pressure to the moderncity management. Meanwhile, with the improvement of living standards, people requiremore friendly urban management. The extensive passive and perfunctory urbanmanagement model as usual has been unable to meet the needs of the modern economicand social development. After the first digital urban management system was built inBeijing at2004, which achieved excellent economic and social benefits, our governmenthas selected51cities and regions as the pilot of digital urban management system.Meanwhile, there are a number of cities and regions outside the pilot list have built theirown digital urban management systems. Our country has entered the critical period ofchange from the traditional urban management model to the digital urban managementwhich is on the base of GIS (geographic information system), GPS (GeographicPositioning System), RS (Remote Sensing Systems) and other information technology. Inaddition, because of lacking core technologies, bad overall planning and so on, the systemdid not play its due effect at some cities. Therefore, the development and research ondigital urban management system is important to the application and promotion of newmodels of digital urban management in our country.The essay based on the actual needs of Management Bureau of Tianhe analyses themain responsibilities of Tianhe District Urban Management, data requirements andFunctional requirements and develops the program with the functions of the static parts ofthe city management and vehicle located by GPS based on Google Map and TETRAdigital trunked network of Guangzhou.The main job of this essay includes data, system functions and system operatingenvironment requirements analysis, system architecture and database design, systemimplementation and testing.This system has realized the functions required such as urban static parts’ meticulousmanagement, GPS positioning of vehicles and so on. Comparing with traditional urbanmanagement system based on GIS, this system uses the free Google Map and has the advantage of development easy, short development cycle, low cost and so on. Meanwhile,it is the first time digital urban management system has been combined with TETRAwhich is widely used in some government departments, with the significance of using andintegration of the existing network resources, enriching the digital urban managementsystem functions and so on.
