In these years, TETRA digital Trunked system is widely used in our country. Now, only several domestic companies can produce TETRA digital trunked terminals, system production is almost depended on importation and the price of this production is quite high. Domestic digital trunked systems are on great demands. Therefore, it is important to develop TETRA digital trunked system which is absolutely mastered by us.Mobile management entity is an import component of TETRA digital trunked air interface protocol stack. The mobility of MS and the time of MS accessing to network are directly influenced by the design of mobile management entity. User's satisfaction with network is also reference to the design of mobile management entity.The thesis summarizes the technology characteristics of TETRA digital trunked communication system and its developing situation at home and abroad. The hierarchical structure and function of every layer in TETRA digital trunked air interface protocol is stated, and the function in mobile management layer, such as registration, deregistration, group identities attach/detach and group report are deeply analyzed. The development tools and development language used in TETRA digital trunked protocol stack is put forward by analyzing and comparing with existing protocol development languages and development methods. Mobile management module development procedure is provided by comparing the development differences between MS and SwMI. Development and realization of mobile management entity are emphasized by taking registration and group identity attach/detach as examples. Test cases are designed by using test kit provided in TAU G2, and conformance testing of PDU encoding and decoding functions as well as mobile management protocol layer is made. Test results indicate the PDU encoding and decoding functions can correctly encode and decode PDU, and the function implemented by protocol layer is accordance with the function described by protocol.
