The traditional transportation information transmission system is usually of singlefunction, just provide traffic monitoring function. However,as the development of modernmeans of transport, traffic monitoring has been unable to meet modern traffic requirements.Sothe intelligent traffic monitoring system(ITS) which use image processing, embeddedtechnology has come into being. The new generation of video coding technology(H.264)provides strong technical support for the video communication, EmbeddedTechnology greatly promote the development of the intelligent terminal equipment.In the above background,this paper puts forward a solution uses embedded trafficinformation terminal based on ARM.The solution comes from <recognition of automotivestyle and traffic information base station developed based on video image>, a key scientificresearch project of the transportation sector of Heilongjiang Province,includes video coding,embedded technology and so on,which can access the traffic information and transmit inreal-time,is a positive for transmitting the modern traffic information intelligently.Firstly this paper provides an overview of the implementation schemes from the point ofsystem, highlighted hardware platform and software platform of the terminal. The coreprocessor is S3C6410and the software platform is open source operating system Linux.Thenthe paper describes the construction of the embedded Linux system development environment,builds Root file system,ports the Bootloader,Linux kernel and the necessary drivers,and onthis basis to develop apps, in the first develope the video capture program based on V4L2APIand implements video capture and encoding synchronously using multithread technique,andthen expoundes the key technologies of H.264encoding,analysis and simulation of theencoding scheme, on the basis realizes the h.264encoder and optimizes it detailedly.Then we discusses the design and implementation of h.264flow transmission bynetwork and focus on the the algorithm H.264flow encapsulated into RTP packet,emphasison RTCP network congestion control mechanism research and simulation analysis.Finally, performs the system testing,the results show that the system run well,the solutionthis paper proposed is feasible and has a great application value.
