Currently, the network video surveillance system has been widely used, and it has madegreat progress in realization of intelligence and integration. Affected by City Construction,Beijing Olympic Games,Guangzhou Asian Games,Shanghai World Expo,Shenzhen Universiadeand Growth needs for video surveillance in evey industry, video surveillance has become hotspotin security business.In addition, with the construction of3G network, the speed of wirelessnetwork transmission is greatly improved, which makes the wireless video surveillance ispossible. Compared with the traditional wired video surveillance,3G wireless video surveillancehas the advantage of farther transmission distance, smaller network delay, lower equipment cost,and it is not restricted by complex landform like mountains, rivers, and roads, particularlysuitable for distributed video surveillance needs.Therefore, the research on3G mobile videosurveillance system is important.First this article elaborated the research significance and the related technology of theSoftware, analysised the H.264video transmission technology based on IP, introduced thecommunication protocol which is widely used in video surveillance, such as RTP protocol andSIP protocol; Then this article designed system scheme, the whole system is divided into server,client software and terminal equipment three big modules, the client software which presented inthis paper is the core part, mainly divided into the main interface design, menu design, toolbardesign, video design four parts; Finally, the client software choose the MFC framework to realizethe user interface interaction, using SIP protocol to realize the control signaling transceiver,using RTP protocol to realize the media data reliable transmission, using DirectShow frameworkto realize the media data processing, including the media data recieving, decoding and play.The results show that the3G wireless video surveillance can transmit CIF format video at10frames/second, achieved the goal of video monitoring, at the same time the user can accordingto their own needs to use motion detection alarm, local video store, remote equipment control,multi-screen switching, voice and other functions.The software also can real-time adjustparameters according to the condition of network, to ensure the quality of the video transmission,and has higher application value. After the actual test, the project can be used in automotive and other wireless environment video monitoring.
