With the rapid development of computer technology and Internet, Virtual Reality is more and more widely used in daily work, study and life. The traditional technologies of Virtual Reality which are very powerful in modeling3D scene and controling interaction, but also gradually reveal some defiencies. such as, no support for collaborative work, not convenient for error detection, low resource reusability and optimization, constraints of transimission on netwoek etc. So, they can’t provide strong supports for domain experts involving in the modeling, the consistency checking, achieving wide applications in the mobile terminal. These disadvantages restrict certainly the traditional technologies using on a wide range. At present, the issues of this domain focus on two aspects: one is to provide a development tools or integrated environment, the other is to reduce the file size of resource in order to improve the online transmission.In recent years, with the new development of Ontology, Some reseaches began to apply Ontology to realize the semantic concept of scence, by the way, those domain experts who are not familiar with specific tools can invole in the modeling work through establishing concept modeling. Moreover, the development of X3D technology provides a text description for geometry and behavior based on the XML specification. At the same time, it can be applied to different hardware devices and applications because of its platform independence, easy expansibility, practicality and flexibility.In this paper, based on the full investigations, theoretical studies and engineering pratices and the specific requiments of the project"The Automatical Adapt Platform of Publishing Virtual Landscape", I finished the concept modeling of3D scence and construct a domain Ontology; Using the technologies of Java+Jena+dom4j+swt developed a tools which can parse OWL files and X3D files. At last, create a virtual landscape using X3D and3DsMAX modeling technology. The work and efforts provide theory and technical supports for the futher tasks of optimizing scence and building the publishing platform.
