China is a coal power country, the coal production has a great significance to ourpeople’s livelihood and industry, it is the lifeblood of the country’s economic life. A goodcommunication system plays a vital role in the production process of coal, coal miningenterprises must be equipped with facilities. Whether the usual production scheduling oremergency command in case of emergency, its all need the protection of communicationopen, so studying advanced mine with digital leakage mobile communication system notonly can improve the efficiency of the mine production but also can be assisted rescue incase of emergency the good performance of the work and to reduce accidental loss ofpersonal property, it has an important role in the mine production.With the rapid development of communication technology, the communicationsystems used in the mine has been great development in recent years, it has graduallycompleted the transition from analog communication to digital communication. It is not thesame in the choice of communication system; the most application is leakage ofcommunication and PHS communication. in the choice of the voice codec which is thefundamental and important in the communication system, CVSD (continuous variable slopedelta) modulation technique is the most widely used at this stage. With the development ofcommunication technology, mine companies need to increase the image and videocommunications in a communication system, which requires voice communication as muchas possible to take up less bandwidth, so it is necessary to study the low-rate speech codingfor voice communications mine which can be used in new generation of digital leakagecommunications systems.This paper involves the research and development of advanced low-rate voice codectechnology, which applicant in the underground base stations of mine communicationsystem. Overall, this paper include the main work of following sections, at first the paperintroduced the research background and significance, as well as major mining mode ofcommunication at home and abroad Research; then the paper described the voice codectechnology, focused on CVSD voice coding technology and analyzed the Speech codingselected standard in the mine-specific conditions. The paper chose the LD-CELP (low delaycode Excited Linear Prediction) technology as object of development, to understand itsprinciples, analysis of each module technology, as well as its complexity and performance; finished the simulation in MATLAB environment and DSP platforms. In the softwaresimulation, it shows the entire design process, the establishment of the voice source, theextraction of audio data, and the data encoding and decoding processing. Subsequentencoding and decoding processing for a specific sound recording and gives intuitive resultsanalysis; in the hardware development, it shows the selection of a suitable mine digitalleakage communications DSP board based on the actual needs of the project, given theSEED-DEC643of the basic module structure and performance parameters. Specificallygiven the development of LD-CELP DSP chip program, showed the intuitive result.
