With the development of IP technology, the next generation network came into being. Softswitching separates the call control from media gateway, it achieves basic call functions via software. Voice is one of the basic businesses of the next generation, so voice quality affects the user’s choice directly. As softswitching deployed over IP networks, delay, jitter, and packet losses, has become the main factors which affects the voice quality. In order to meet QoS of the telecommunications network, we have to establish a set of objective evaluation criteria to analyses and measure voice quality in next generation network. This softswitch tester is designed for voice quality monitoring requirements which has practical significance.The softswitch tester designed by this topic is composed by PC and the communication control software, the tester system includes two parts of front and back end, both within a single PC. The front-end system initiates routing calls according to the requirements of the back-end by BICC signaling, selecting test route which starts from the system and returns to the system. After the channel is established, the front-end system will send test data by RTP protocol. It makes the test data through IP network in accordance with the requirements of the user by configuring the sever and the central office routing data or by using source routing option in the IP packet header, then send the loopback data to the back-end system to be processed. The self-development CTS module of the front-end system is designed for task scheduling, which completes the main function of the test system. DSI module is commercial software of the dialogic company, which completes the assembly, transceiver, and the spin-off of the BICC signaling. JRTP module is open source software, which completes the transceiver of the voice data. The function of the front-end system is achieved by C programming language.This softswitch tester can measure performance metrics of IP bearer network such as delay, packet loss rate. MOS. jitter, etc.
