With the process of network technology and the increase of user services, Next Generation Network based on the softswitch has been a hotspot in the current development of network. At present what telecommunication networks is facing is the integration of voice and digital, which is the hot issue of NGN. Concerning the general enterprises, how to control operational cost of networks turns into primary issue before NGN standard and product is coming out. Integration is the best solution for the time being. It not only results in cost saving, but also lays a solid ground for upgrading to NGN in future.This thesis from the background of softswitch, the concept and equipment of network architecture as well as the quality of service technology to explore. Focuses on the study of NGN in the voice codec technology, voice and digital integration technology, Then make voice and digital design and implement.In this paper, from the problem of traditional voice service quality and real-time. I Propose a solution of digital and voice convergence technology. I analyse the composition of program and algorithm. Particularly in the simultaneous capture aspects, I propose a simple and reliable algorithm. Through the analyse of capture time, maintain time, synchronize error probability and the probability of out-of-step, it is proved the superiority of changed algorithm. Actual tests have shown that the program has a good business quality and stability to apply to enterprise integrated service access, can easily be applied to other applications. Aiming at the integration of voice and digital technology, I have summarized a suit of relatively complete solution, which has been implemented successfully in Baoshan network construction. It again demonstrates the feasibility of integration.
