As the land department of the various business systems mostly werebuilt in different historical circumstances, the technology and standardsare not the same. This made this system incompatible with the othersystem, and data resources can not effectively be shared. The result isthe existence "Information silos". To solve this problem, peoplegenerally focus on data integration which more limited data itself. Thispaper presents a service-based data sharing solution which is calledintegrated service management platform. The various business systems inan integrated service management platform are registered as services, andare managed. All data requests are carried out through integrated servicemanagement platform, thus avoiding the interaction between the variousbusiness systems, communications, differences, in order to achieve alarge number of data integration, ignoring the underlying data. You onlyneed to focus on what data is needed, what data there is.The key technologies of the integrated service platform wasresearched,and the overall design and detailed design of the serviceplatform was done, a component service platform and application servicearchitecture was designed, including the organization of model management,access control, identity services, single point-log data management, dataexchange management components, and data for Land Systems specialize inthe conversion of the design of heterogeneous spatial data access. Inaddition, from the perspective of the service registration the spatialdata access service components and data format conversion servicecomponent was researched.Finally, in Shouguang City Land and Resources Bureau practice, a comprehensive service management portal was established, including thevarious components into the portal, and part of the system was as a keypart of the integrated service management, that realized servicemanagement, and achieved satisfactory results.
