With the sharp growth of China mobile GSM Business and expansion of the new construction project, the scale of network capacity are developing rapidly. Due to the restriction of frequency resource, in the current high density network, the interference situation becomes serious, and the call quality continued to worsen, the traditional network structure can’t control the interference and balance the network performance any longer. The network expansibility is poor and the network construction benefits drop gradually.In order to break through conflict between the network rapid development and stable, and between the capacity, coverage and quality, network optimization has to be carried out from the network structure level. The frequency optimization will be launched based on the radio network restructuring for solving the bottleneck of the frequency multiplexing and increasing network quality stably.The GSM frequency scanning data became a breakthrough point, since it can show the serving cell and frequency usage situation of every scan point. The software for frequency scan data analyzing is developed on this basis. It unfolds the area whose has unreasonable network structure, and directs what optimization work should be done next.This paper is based on my personal work experience in real project. In this paper, it includes the mining and analyzing of frequency scan data, defining the network KPIs and showing the GIS, developing the scan frequency analyzing software at last. This software is based on the C/S system structure and developed by SQL Server database. I was in charge of requirements analysis, providing the definition and algorithms of the KPIs, participated in system design. SQL lailguage writing and testing work for network structure evaluatioil. and coverage analvsis and functloI7modules.Since the purpose of this paper is to overcome the bottleneck of2G network development, it is valuable reference for the technical engineers in the telecommunication industry.
