With the network scale expanding and system complexity increasing of the civil aviation communication network, there begin to emerge various problems in the network operation and maintenance, which seriously affect the safe and stable operation of civil aviation data network. As a structured network management system, Civil Aviation Data Network Synthesis Management System can execute unified resources allocation and optimization, monitor the whole network health and performance, provide comprehensive analysis and assessment tools of the network layer, by means of gathering each specialized network’s configuration, fault and performance data, and establishing whole network resource information model. The construction of the civil aviation data network synthesis management system becomes vital to strengthen the centralized management of the network resource and improve the efficiency of the network management.The paper begins with a brief introduction of the background and significance of the subject. Then the network data collection techniques as the key technologies in system construction are analyzed in detail which lay the foundations for the implementation of the whole integrated network management system. Next, the requirements for civil aviation data network management are discussed and divided into the functional requirements and non-functional requirements. At the design stage, according to the analysis results of the requirements analysis phase, the system has been designed and adopted modularization design method and hierarchical architecture based on J2EE. At the system testing stage, the system test condition and procedure is introduced emphatically, and through the system test and application, it has shown that the system can better meet the requirements of the integrated management of the civil aviation data network’s different sub networks and equipments. Subsequently, the paper also describes in detail the system implementation process and effect, which suggests that the system can optimize network resources configuration, thereby reduce the management burden, improve the civil aviation data network operation and maintenance level, and make the network resources to use effectively after being applied to the civil aviation data network.Finally, the results of research projects were summarized in this paper and the summary presented difficult problems in system development and countermeasures, and proposed future work prospects.
