Ananlysis And Design Of The Military Integration Project Management Information System

With the development of enterprise informationization and increasing number of military enterprise projects, the uncontrollability degree of military project developing process becomes the bottleneck of enterprise development. Real-time supervision cannot be implemented in the execution process of projects, the progress of projects can only be acquired through manual methods such as meeting and reporting; project statistics can only be realized through papery reports, and papery methods are used in the whole examination flow in project planning process; serious conflicts often occur in project plan adjustment and personnel allocation, and considering the increasing number of projects, manual operation seems inadequate. The papery information resources in the development process of projects become information islands, with which none of the current informationization systems of military enterprises can realize information interaction, leading to the waste of resources.Based on the above issues, an informationization management system is proposed for military enterprise projects. By analyzing the characteristics of system integration type projects of military enterprises as well as the organizational structure of enterprises, a compound matrix type hierarchical plan management method with double-breakdown structure is proposed, which is combined horizontally with organizational structure, and vertically with project plan developing, solving the conflicts in human resource allocation and multi-sector cooperative operation. Through an analysis of the management requirement for military enterprise projects in GJB5000A quality document, the system functions are analyzed and modeled so that the management process of military projects may meet the requirement of military software. Based on a determined overall framework of system, the system functions are designed in detail. Microsoft Visual Studio2005development environments and Oracle lOg database are used to develop the system integration type project management system for military enterprises, which meets the system requirement.Practical applications show that the proposed method improves the traditional project management system, facilitates the delicacy management of projects as well as the visualization of resources and project execution, and increases the project management level and resources utilization. Through informationized project management, the authorization process of complete project cycle is specified, and electronic authorization is realized, which sets up a virtual cooperative work environment for project team members, gets released from manual operation completely, and realizes the informationized management of projects.
