China is now in the period of social transformation, there are a lot of uncertainties due to the complex social and international environment, which results in some social fundamental problems, such as population, resource, environment, wealth disparity, efficiency equity, and democracy pluralism. Hence, China is involved in the globalized "hazard society". These natural and social contradictions are embodied in a variety of public crises confronted by the mankind. In order to resolve the public crises ultimately, we firstly need to fully understand them. And this requires the participation of the media. Only if there is a comprehensive, real and duly report by the media, the government can resolve the crises effectively, the mass can take part in to contribute. Therefore, the media’s reporting behavior on the public crises incidents plays a decisive role on the related management.This thesis, based on the management science, sociology, psychology and etc., elaborates the connotation and causing reasons of public crises. Aiming at the factual status of the media reporting behavior, and combining the theoretical knowledge, the thesis makes an in-depth analysis on the media’s important function in crises management and the relating problems and weakness. Moreover, a set of appraisal index system of the rational reporting behavior is established. And an analyzed compare of the media’s reporting behavior of different kinds of public crisis incidents is made through hierarchical analysis method and fuzzy hierarchy process appraisal method. The features and defects of the reporting behavior are fully revealed. The fruits are:1) the early warning function of media’s crisis reporting is growing;2) it has been commonly recognized that the media’s behavior should focus on the principles of the timeliness, the authenticity, the hold of the public opinion discourse power, the humanization, and the use of new media; e.g., for food security, the timeliness, authenticity and the hold of the public opinion discourse power are crucial; while for the natural disaster incidents, the humanization is key; besides, the role of the new media is more and more eye-catching;3) the rehabilitation of the crisis is also an important link in the reporting.In view of this, a certain inspiration is worked out from the functions and roles of the government, the media and the mass in the crises management. The research fruit has a significant reference in improving the media’s reporting behavior and means on public crises marching toward scientification and standardization and an in-depth involvement.
