In recent years, the broadband industry has been booming. It has become an important engine for the telecom operators to promote the service growth. Along with the gradual saturation of broadband access market, the growth rate of broadband users has slowed down, while, the constant reducing expense has made the operator stepping into the circumstance of "increment but not income." At present, our country has basically realized the "village phone townships access to the Internet," Sharing data resource by IPTV does not need to purchase computers or other large network equipments. Just adding a TV set-top box can completes the deployment of the user terminals. It is easy to operate the transmission and terminal system which constituted by the IPTV Content Management System and "ADSL+STB+TV". It provides a new way for the popularization information of the information.The thesis based on the vigorously rural information construction promotion of Guizhou telecom, analysis of the current mainstream audio and video code technology, streaming media technology and EPG technology. These key technologies are employed to solve the idea of IPTV multimedia systems and solve the problem of exile information in the country of Guizhou. The developed system will allow the backward rural areas of Guizhou home users to understand the latest agricultural technology, and education information in their own homes。Firstly, the thesis briefly described requirements of rural status and rural information. Then starting from the actual situation of the rural areas in Guizhou, the overall architecture of IPTV-based rural information construction solutions and the functional layers of the rural information technology IPTV solutions are discussed. Key technologies of achieving the system are dissertated in detail.To ensure the quality of IPTV unicast services and multicast services, the thesis introduced an extension of the DiffServ framework. On the basis of the existing unicast type, the multicast service type is increased and combined with MPLS technology. It can ensure the multicast QoS. IPTV system discussed in the thesis emploies C#and the SQL server 2005. The testing results show that the system has good reliability, portable and balanced results, achieving the desired effect.
