After Batch Of Regulatory Information System Design And Implementation Of Construction Land

The post-approval supervision is a new working mechanism innovated by the Ministry of Landand Resources, and an important measure in practicing the scientific concept for development. Theinformation system for the post-approval supervision of the construction land is an important tool forthe operation of this new mechanism and continuous and actual achievement of our work. Recentlythe Ministry of Land and Resources issued the "Notice for Strengthening the Dynamic Supervisionand Management of the Construction Land"(Notice). The "Notice" emphasizes the full-scale andwhole procedure supervision as well as the construction of the unified network supervision platformfor controlling the “approval, supply, use, replenishment, inspection" of the construction land.The problems and research focus existing in the current management and system constructionare pointed out by summarizing the post-approval supervision of the construction land projectssituation and system construction in domestic and overseas in the past decade. Taking Xuzhou cityas an example, a government service-oriented MIS for construction land projects which is based onGIS technology is designed. This MIS adopts advanced techniques and theoretical methods, such asthe mainstream database technology, network technology and office automation technology.Based on the preliminary surveys and data collection of the construction land projectsmanagement, this thesis makes a general overview of the practical implementation of itsmanagement processes, and simplifies the conceptual model and flow chart for the readers byexpatiating on the project management business processes. Taking into count the local situation ofXuzhou, we conduct the demand analysis and planning of the project management, and thenestablish the main objective of the system after analyzing the advantages and disadvantages of thecurrent systems. Afterwards, we carry out the overall analysis and design for the compositionmodule of the project based on demand analysis, and database design is specifically addressed.On the basis of requirements analysis, the logical framework, the system framework and thefunction modules of the information system for the post-approval supervision of the constructionland are established and the database is detailedly designed.
