Design and Implementation of SOA and multi-channel funded in rural areas andthe three Service public management system is designed to demonstrate and completethe construction plan of rural work management information system in Jinzhong City,Shanxi Province.The democratic, scientific, standardized and effective management in rural areaswould be realized by the information-based rural management, fundamentally changethe management concepts and approaches by the introduction of modern informationtechnology. It is not a technological innovation in the usual sense, but is a significantchange and an overall upgrade that makes important and profound significance to theconstruction of “digital rural areas”, the promotion of democracy at the grass-root level,the scientific decision-making, the economic and social development in rural areas andits stability. The design of Rural Work Design and Implementation of SOA andmulti-channel funded in rural areas and the three Service public management system isbased on the platform of modern network information by ways of constructing the ruralwork management information system, to achieve the rural information-basedmanagement of CAR (of Capital, Assets and Resources) and the transparentmanagement of PGV affairs (of Party, Government and Village), as a means to attainthe ultimate goal of office automation, scientific decision-making, democraticmanagement and regular openness.This design follows the principles of standardization, applicability, reliability,manageability and favorable maturity, have the model structure of J2EE as the basis,combined with development tools of Sybase. Power Designer. v11.0, making essentialphysical objects models to establish data-oriented model of MS Sq1server2000. Thesystem code makes use of MyEclipse6.0as the development tool, Web Service as thedata middle layer, SQL Server2000as the backend database, finally a convenient andflexible management platform is formed based on B/S model. The thesis includes five key points: the project background, the SOA concept, thesystem structure and the realized mechanisms of its primary technology andmulti-channel technology, the design and implementation of management system basedon SOA and multi-channel CAR management and PGV affairs management in ruralareas, and the main technical features, in which the fourth key point is the mostimportant. The system’s design ideas, structures, functions and implementation areexplained with details, and the construction of rural work management informationsystem is demonstrated from many aspects.
